A pathway scheme is acquired in stages, starting with the approved preliminary draft. Depending on the improvements proposed for the project, priority or facilitation may be required or no improvements at all. Alternative developments will be carried out to select a preferred alternative and any right of way and necessary facilitation will occur during this phase. Justifications of way require improvement and may require the use of a special permit from the Illinois Department of Transportation (IDOT).

The study examined the impact of roundabouts on traffic flow at the intersection of South Main Street and North Avenue. Simulations showed that existing congestion problems increased as traffic jams spilled back from one intersection to another. Local residents observed that motorists used local roads to bypass the intersection.
Scope of the project: The scope of this project was determined by a Phase I study and a Phase II study. Public participation in the program was conducted in accordance with the principles of Context Sensitive Solutions (CSS) and followed the guidelines and procedures for CSS developed by IDOT. The proposed roundabout at the intersection of South Main Street and North Avenue in Belleville is not currently part of an ongoing public participation program under the Illinois Department of Transportation's Public Participation Program. Determination of the scope of the project: Phase 1, the study phase, was investigated in collaboration with the City of Belleville and the City of St. Louis, IL.
CSS is a collaborative approach that involves the development of transport facilities that blend into the environment while maintaining safety and mobility for pedestrians, cyclists, drivers and other users of the transport system.
The CAG works with the Project Study Group (PSG) to provide input from the community, provide input on design alternatives and to communicate information to all stakeholders that is exchanged at its meetings. The PSg is responsible for the final decisions on the project development as well as the planning, design and construction of the project.
The CAG is an important part of public participation in this process and consists of a large stakeholder group represented by its members. These stakeholders include residents, businesses, business owners and motorists who use the facility, as well as other stakeholders.
These actors are all and any entity that could be affected by the project and in whose outcome they are involved. The Illinois Department of Transportation is holding its second Community Advisory Group (CAG) meeting, and the project study team is available for questions, comments and information about the project. Public meetings are held at Godfrey City Library to provide information on project development and to receive public input. The Cag will meet on Tuesday, April 26th at 7 pm in the town hall, Hauptstraße 100, and exhibits and information about this project will also be exhibited and viewed.
